Tom Keen was elected to the Orlando City Council in 2025, bringing a career defined by public service, disciplined leadership, and a focus on measurable results. As the Commissioner for District 1, he prioritizes accountability and resident-centered solutions to improve the quality of life across the community.
A Legacy of Service
Tom’s commitment to service began with a 21-year career as a Naval Flight Officer in the U.S. Navy. Specializing in airborne reconnaissance, he led high-stakes surveillance operations in the Persian Gulf and beyond. This military foundation instilled in him the strategic thinking and disciplined execution he now applies to local governance.
Following his military retirement, Tom entered the aerospace industry with Collins Aerospace in Orlando. He focused on defense innovation and new business development, notably supporting the U.S. Navy E-2D Hawkeye training systems. This role allowed him to bridge the gap between complex operational needs and advanced technological solutions.
Legislative & Civic Leadership
Before joining the City Commission, Tom served in the Florida House of Representatives. During his tenure, he worked across the aisle to address critical issues, including:

Beyond elected office, Tom is a dedicated civic leader. He serves as Treasurer for Friends of Fisher House Orlando, supporting military families in medical crises. He has also served on the City of Orlando Citizens’ Police Review Boardand the Mayor’s Veterans Advisory Council, championing transparency and community engagement.

Tom and his wife, Laura, live in Lake Nona and are the proud parents of two adult children. He remains dedicated to building a future for Orlando rooted in integrity, inclusive progress, and balanced growth.
